As a licensed OUPV Captain, the U.S.C.G. requires me to carry the most current Navigation Rules and Regulations Handbooks on board my vessel. Unlike the Nav. Rules and Regs that you can print for free directly from the Coast Guard's website, I needed one that was not only durable but could be left on a boat without getting destroyed in a salt water environment. I was a little apprehensive about ordering the handbook at first because after an exhaustive internet search, many that I found were either out of date or to expensive to purchase. But when I stumbled upon this version, I read its description and it appeared to have everything I was looking for. So, I decided to purchased it through Amazon Prime and after anxiously waiting for it, I received it on my door step on-time as expected. As I open the package and pulled out the book, I immediately went onto the Coast Guard's website to cross reference all the revisions with this book. Much to my amaze, I was shocked to see that as of April 2017, the handbook was up to date! Thank you Amazon...

This is a print on demand copy of the PDF file you can download directly from the U.S. Coast Guard. The problem with this is that to print correctly a blank page needs to be inserted between pages iv and 1. The result is that you aren't looking at the corresponding International and Inland rules side by side. For example, with a properly printed book you'll see International Rule 6 on the left page and Inland Rule 6 on the right page. With this edition you see Inland Rule 6 on the left page and International Rule 7 on the right. If you're just carrying the book to meet the letter of the law, it's fine. But if you are buying the book to study for a license exam it's not good at all.

The Federal Register published a final ruling on changes to the Inland Navigation Rules effective 1 August 2014. These changes have NOT yet showed up on the National Geospatial-Intelligence Agency (NGA) website as a Notice to Mariners.There is the new Navigation Rules Book published and supersedes the current Commandant Instruction, COMDTINST M16672.2D. There will not be another COMDINST issued in its stead, but rather this handbook.Rule 25 is being amended so that sailing vessels less than 7 meters and vessels under oars can now display an all-around white light or an electric torch or lighted lantern.(i) A sailing vessel of less than 7 meters in length shall, if practicable, exhibit the lights prescribed in paragraph (a) or (b) of this Rule, but if she does not, she shall have ready at hand an electric torch or lighted lantern showing a white light which shall be exhibited in sufficient time to prevent collision.(ii) A vessel under oars may exhibit the lights prescribed in this Rule for sailing vessels, but if she does not, she shall have ready at hand an electric torch or lighted lantern showing a white light which shall be exhibited in sufficient time to prevent collision.The INLAND lighting scheme for fishing vessels in close proximity that was formerly located in Annex 2 is now located under Rule 26, Fishing Vessels, right after lighting for a vessel engaged in fishing.The dredge pipeline lighting scheme that was formerly located in Annex 5 is now located under Rule 27, Vessels not under command or restricted in their ability to maneuver, right after lighting for dredges.INLAND Rule 30, Anchored Vessels and Vessels Aground, was changed to read:(g) A vessel of less than 20 meters in length, when at anchor in a special anchorage area designated by the Coast Guard, shall not be required to exhibit the anchor lights and shapes required by this Rule.(h) The following barges shall display at night and if practicable in periods of restricted visibility the lights described in paragraph (i) of this Rule:(i) Every barge projecting into a buoyed or restricted channel.(ii) Every barge so moored that it reduces the available navigable width of any channel to less than 80 meters.(iii) Barges moored in groups more than two barges wide or to a maximum width of over 25 meters.(iv) Every barge not moored parallel to the bank or dock.(i) Barges described in paragraph (h) of this Rule shall carry two unobstructed all-round white lights of an intensity to be visible for at least 1 nautical mile and meeting the technical requirements as prescribed in Annex I (33 CFR part 84).INLAND Rule 30, Anchored Vessels and Vessels Aground, was changed to read:(j) A barge or a group of barges at anchor or made fast to one or more mooring buoys or other similar device, in lieu of the provisions of this Rule, may carry unobstructed all-round white lights of an intensity to be visible for at least 1 nautical mile that meet the requirements of Annex I (33 CFR part 84) and shall be arranged as follows:(i) Any barge that projects from a group formation, shall be lighted on its outboard corners.(ii) On a single barge moored in water where other vessels normally navigate on both sides of the barge, lights shall be placed to mark the corner extremities of the barge.(iii) On barges moored in group formation, moored in water where other vessels normally navigate on both sides of the group, lights shall be placed to mark the corner extremities of the group.(k) The following are exempt from the requirements of this Rule:(i) A barge or group of barges moored in a slip or slough used primarily for mooring purposes.(ii) A barge or group of barges moored behind a pierhead.(iii) A barge less than 20 meters in length when moored in a special anchorage area designated in accordance with § 109.10 of this chapter.(l) Barges moored in well-illuminated areas are exempt from the lighting requirements of this section. These areas are as follows:Vessels < 20 meters are no longer required to carry a bell. To account for this change:INLAND Rule 33, Equipment for Sound Signals, was changed to read:A vessel of 12 meters or more in length shall be provided with a whistle, a vessel of 20 meters or more in length shall be provided with a bell in addition to a whistle, and a vessel of 100 meters or more in length shall, in addition, be provided with a gong, the tone and sound of which cannot be confused with that of the bell. The whistle, bell and gong shall comply with the specifications in Annex III to these Rules (33 CFR part 86). The bell or gong or both may be replaced by other equipment having the same respective sound characteristicRule 35, Sound Signals in Restricted Visibility, was changed to read:A vessel of 12 meters or more but less than 20 meters in length shall not be obliged to give the bell signals prescribed in paragraphs (g) and (h) of this Rule. However, if she does not, she shall make some other efficient sound signal at intervals of not more than 2 minutes.The handbook will now include VESSEL TRAFFIC MANAGEMENT 33 CFR 161 information. This is complimentary information to the listing of Vessel Traffic Service (VTS) areas located in the original Commandant Instruction.

I had to chuckle when I got a request from Amazon to review this book....it's an official US government handbook of rules and regulations, not exactly something you buy for entertainment. If you need the information contained it this book it's a good source of correct, precise rules and regulations "right from the horse's mouth". If you read it for pleasure, you seriously need counseling!

The incorrect 2014 version without the latest Feb 2018 corrections was shipped. That version was poorly copied on plain paper and no color. After a quick return/reorder, this version's quality is far superior, properly printed with color on heavy stock paper. If I'm ever boarded the DNR or USCG should be impressed...if they ask to see it! .-)

It has the Inland and International rules on facing pages so you can easily see any difference between the two. All boats 12 meters or more in length (about 40 feet) must have a copy on board. The price is very reasonable.

I feel I'm not qualified to review this book. I'm just a regular guy, not a literature professor, but maybe my comments will be helpful to some. This book is really good. It's all about the characters. Many times while I was reading I wondered how all of this was going to end. It wasn't like a regular story where there's a pretty clear end goal, like get the bad guy, or solve the mystery. It was more like things are just happening and I wonder what's going to happen next. I thought maybe it's just going to stop abruptly, as if Tolstoy would just suddenly be done writing about all these characters, but it really did have a solid ending to conclude everything. Thinking back on the story I remember many ups and downs and tense moments and light hearted moments, it was very enjoyable and pretty easy to read.One thing that really amazed me was how well Tolstoy could switch between different characters and settings. Everyone had distinct personalities and the way they were all portrayed was with so much compassion and understanding that as a reader I could really see parts of myself in everyone. There was no one character that I related to more than any other. I was able to relate to every single one of them differently. I believe this is the reason Tolstoy is considered a master.The pace of the book is a little slow for me because I'm a slow reader, but in retrospect I feel like the pace was actually pretty good and it only felt slow because I had absolutely no idea where the story was going. Every chapter had something new happening and the story just strolled right along. Probably like riding a tractor for 50 miles. You've got plenty of time to look at all the flowers and clouds and barns and animals along the way, it takes forever, but it never stops moving.It helped a lot to have this book on my kindle because towards the end there was more and more french that was easy to translate with the kindle. The port to the kindle was perfect. I saw no strange spacing or oddly misspelled words.Overall I recommend giving this book a shot. Don't be discouraged by the length. I realize a reader may feel compelled to read this particular book just so they can say that they did. It's got that trophy book status. I feel like that's a bad thing though. If you find yourself a few hundred pages in and are interested in what's going on, then keep going. If however after a few hundred pages you feel like it's a chore to read, then don't bother, it's not going to suddenly become more interesting after any point in the book. It's very consistent, you can trust this author and the translation, the ending won't let you down, there will be no long lulls. What you get in the beginning is what you get through the entire book, it's very steady and very high quality writing.

I have never enjoyed a book more than this one. From beginning to end, every part, every sentence, every word. It was surprisingly easy to read as well, although I suppose some credit should go to the translator for that aspect. The Russian names are a bit tricky, of course, i usually said them out loud to try and get them down. Actually I read most of the book aloud, just to slow me down and make sure I didn't miss anything, plus it sounds so good hearing the elegance of his writing. As a matter of fact, when I heard that they made this into a movie, my idea of the best way to appreciate this book in a movie was to have a microphone, a chair and and excellent reader just reading the words into the camera. Nothing else, because you don't NEED anything else. If you looking for a thrilling story line with lots of twists and unexpected turns, this is probably not the book for you. I mean it's an interesting enough story, but it's involves things that happen all the time to ordinary people. What's so enjoyable is the way he DESCRIBES what's going on in each scene, each conversation, the thoughts and emotions of the characters as they deal with whatever unfolds in their lives. Especially I like he way he jumps around in his descriptions, what's going through her mind, what she says, what's her body language, what he sees, what he thinks, how it affects him, descriptions of the little physical clues to their feelings. He's moving around from character to character, from dialogue to thoughts to physical descriptions, and as you read, all of a sudden YOU'RE THERE! Actually you're more than there, because you see it from many different perspectives, and you just know exactly what they're feeling, thinking. It's really breathtaking is the best way to describe it as he's moving you around the scene seeing both the surface and deep into the character's thoughts and feelings. He even gets into the mind of the damn hunting dog, and after I got done rolling on the floor with laughter I got up and said "YES, YES, that's exactly how they think!" This was my first Russian novel (other that something on Crime and Punishment years ago that I never finished and can't really recall) but it won't be my last, I'll read this again at least once, then will explore whatever else is out there. In fact the only down side to reading this book is that it may have ruined me for less compelling writers. Charles Dickens has always been one of my favorite writers, but I can't seem to get through David Copperfield all of a sudden...maybe happy people ARE all pretty much the same.

Levin wants to be honest, yet social. Private, yet open. He's such a glorious mixed up man, at his best when harvesting wheat with his peasant brothers.Anna feels wooden to me. She is conflicted, does impulsive destructive things--giving into Vronsky--without any evidence that she's considered the effect on her and on her son. If you want to read an authentic voice of feminine angst, read Alice Munroe.Even with wooden Anna, this book was worth the effort for me. Written 1875-1877, the time the Impressionists were shaking up the Paris salons, it is a novel of ideas. It asks, what about the old way of life is worth saving? What should be thrown out?It does showt that living in a patriarchy is difficult for many women. Conversely, rich men are unaware that they have a tailwind making their lives so much easier.

This is much more than a novel, it is a view into 19th century Russian society from top to bottom. We see the lives and work of peasants, the intellectual struggles of the well-informed, and the financial challenges facing wealthy city-dwellers and landed gentry. It all becomes very personal and three-dimensional. You see what people say, what people really mean, and how it is interpreted by others. The story of Anna Karenina is actually not a summary of the book, but only a part of a larger tapestry.

What a thoroughly enjoyable collection of essays and musing by Nora Ephron! My reading of late has been more dense and serious, so this was a wonderful palate cleanser. Ms. Ephron talks about her neck, cheap purses, relationships, raising children, the right apartment, aging, death, and life. The writing strikes the right balance of humor and truth. In one essay she talks about the imaginary conversations she has with some of her favorite chefs/cookbook authors. Reading these essays are like having a conversation with a smart and witty friend. I know that I will be having some imaginary chats with Ms. Ephron soon!

I recently saw the excellent HBO documentary Nora Ephron's son made in the quest to know his late mother better and I became intrigued by the person behind the movies. She's such a dynamic person but her writing is very modest - she never lets on she has been so incredibly successful. A different type of Erma Bombeck who was my mentor in the early years of my marriage and child rearing. I highly recommend the book...if I hadn't gotten anything from the book (and I got lots) I'd joke and say at least she's saved me a lot of money as I will not be buying the latest anti-aging cream in a futile attempt to turn back the clock. She made it very clear that this whole idea is a pipe dream...and she said it with such wonderful wit.

Wow! This book was definitely not what I was expecting. I was laughing out loud like a maniac! And then I was moved to tears by what she said. And then I was left thinking about what she said. I love bright, funny, creative women who are so so talented. I bought Heartburn as soon as I finished this one, that is a few hours after I started it, because it absorbed me so completely I didn't put it down until the end. Nora Ephron was a great writer and director. Her passing away was our loss.

Ephron nails it in a way that makes me laugh. Growing old is "not for sissies" as an old actor once said. Ephron tells all, the sad, the embarrassing, and the hilarious, with wisdom and expertise. One wonderful plus (a lagniappe, as the Cajuns call it) is a chapter which describes her favorite books. I'm working my way through her list. Ephron's personal insight into her own condition as well as the human condition, imbues every page. When I read, at the very end of the Kindle version, that she passed away many years ago, I grieved.

This was a book club book, so I forced myself to almost finish it.This book felt like a rich person complaining about her richness. I know we all complain about where we're at in life, so that's not necessarily unexpected, but this book just felt like a little too much for me. She complained about aging skin, about paying high rent, about relationships, etc. It was supposed to be a comedy, and I did laugh a couple of times, but mostly I just wanted to put it down. The whole book club was disappointed, to be honest.I'm in my mid 30's and it would probably also have been better for an older, female crowd who is in the same era of life. Maybe that's whom it's intended for anyway?

First of all, I chose this book for an academic book review. In the book titled "I Feel Bad about My Neck and Other Thoughts on Being a Woman, Nora Ephron screenwriter, novelist, producer, and film director expresses her physical, mental, and emotional outpourings on age advancement.I wasn't really sure what to expect when I opened the book and began to read. The first lines read like poetry. Then the author switched gears, like a truck going from 1st gear directly into 4th with all the sputtering and grind. Still in the first chapter, in fact just a few paragraphs into this book, I was having some doubts; the writing felt a bit harsh. I put the book down and asked my husband who was driving, if I could read something to him. He agreed and I continued but this time out loud. The more I read, the better the book became. Pretty soon I was laughing at the authors whimsical permutations and my husband was making wisecracks. I guess I can see his point of view; after all, the entire book is based on troubleshooting the undesirables that come with a women and age. I wouldn't recommend this well spun thread of amusing literature to just anyone. It is meant for women who have reached the point in their life when they realize they have spent all their extras such as money, and time on everyone else but themselves. Personally I loved this writing. I highly recommended the humorous readings in this book to my mother who is involved in numerous ladies social groups; Friday Club, Red Hats, Wednesday's Monthly to name a few. I found this book to be an eye-opener full of cunning anecdotes and surprising charm. Women will continue to troubleshoot areas of their lives looking for the age-defying miracle concoction that will allow them to live long, yet retain their ageless beauty; Everything really is copy.

I am a huge fan of "When Harry Met Sally". That was the first time I have ever heard of Nora Ephron. Then one day on Oprah, I watched an interview with her and she was talking about a book she just wrote called "I Feel Bad About My Neck" and I just absolutely fell in love with Nora Ephron. She was so charming talking to Oprah, like a couple of old girlfriends, and I longed to be in her world.I eventually got a hold of this book as an audiobook, and when I had to go down to the DMV to renew my license, it made the time go by so much faster. I chuckled out loud so many times while in line, I think people wanted me dead for having any sort of fun at the DMV.But at the same time, Ephron managed to make me cry. And by the time I had to take my picture, I had to fix my makeup.If you enjoy a book that makes you laugh, then makes you think, without a lot of foul language or words you have to go look up, this is a great book for you.

I really liked this hood. It is written in verse style, to it’s easy to read, it moves quickly. I loved this book on so many levels. You can really feel and identify with Veda and her struggles through the vivid characterisation.Then you can identify with the art form brought to life by understanding the immersive devotion required by its practitioners. The author captured the spiritual and meditative release practicing any art offers. And the heartwarming story arc of not letting the loss of a limb and societal emphasis on physical perfection define you was the bonus.

Another winner by Padma Venkatraman! The book is written in a lyrical form, which is poetic and evokes the beauty of the story. Veda a young dancer, loses her leg in an accident, and is forced to come to terms with it. She realizes her dream of becoming a dancer, as she reawakens to the spiritual beauty of dance, and finds love along the way.I could not put it down, and wanted to find out about the next phase in Veda's and Govinda's lives:)

I have read this book before. It is an awesome book to read especially if you love to dance. I have done numerous performances and this book has given me a character that I can relate to. Also great advice in this book behind the story that is told.

This was one of the most interesting, enlightening books that I have read in awhile! My bachelor's degree is in biological sciences, but I am a civil rights lawyer, so I appreciated her approach that touched on not just the science, but also public policy and human rights issues implicated by waste and sanitation practices. Definitely a book for people who are fans of anything written by Mary Roach- it's not a PhD dissertation, of course, but it does a pretty great job at at least opening the door (and then some) on any single issue discussed in the book. Chapters are more or less organized by country and the issues faced there currently and historically. I got some weird looks every time someone asked what I was reading at the pool this summer, but it also sparked some frank, interesting conversations with others who recognize the tremendous importance of these issues, worldwide. Since this book is heavy on annual statistics, my only very minor issue is that in 2016, some of the information was a bit dated or left me wanting to know updated statistics, for example, whether certain countries met NGO/WHO goals for sanitation by whatever year that has now passed- not a criticism of the book, as I was aware that this book was a bit dated by the time I picked it up. Highly recommended, nonetheless!

Rose George opened my eyes to a sad, painful issue--one that should make every leader of every country both ashamed and motivated to deal with human waste in a more responsible manner. The Big Necessity is all about pee and poop and how the mismanagement of its disposal is causing millions of deaths world wide each year. It is a tough book to read but one that everyone needs to know about. Hooray for Ms George. Her Nine Pints book is next.

If they can get toilets - and by toilet, we mean a hole in the ground with privacy and safety, they can achieve better health. Better health translates immediately among the poor to less sick time and higher income. Higher income means money for education and other things that will improve lives for the next generation. This book points out that well-meaning Americans or Europeans can build a school in Africa, even pay a teacher's salary, but if there is no girls' toilet safe from prying eyes, the girls can't go to school. This book really explores the problem, and shows why you can't just "build them toilets". It is a process of education. In India, there is a movement for "open defecation free" (ODF) villages. ODF is a health issue, a development issue, a women's issue. If people are hungry, and you give them access to toilets, it is the same as giving them food: They suffer less malnutrition because they suffer less diarrhea. Next time you want to give to a charity that gives laptops to slum children, give to a charity that gives them toilets instead.

This book is full of information that I never knew existed. May be more than I ever wanted to know. It is a topic most people don't want to discuss. However I often wondered how this 'Big Necessity" is handled, not only here in the US but abroad. The enormity is mind boggling. This book will make one think how fortunate we in the US are to have sanitary systems in place that are monitored and strictly managed. Some of the practices around the world will shock the readers but leave them more aware of the importance of a well run sanitation program in cities as well as in the country. It's hard to say I enjoyed reading about the 'Big Necessity" but I would recommend the book.. However, don't plan on discussing the topic with all audiences. I'm looking forward to our book club's discussion. We are all retired nurses who are well versed in the topic. It should prove enlightening. I know this sounds strange but I really enjoyed the book.Our city museum has a traveling exhibit running now on 'Poop' I plan on attending this afternoon. Wouldn't have given it a second thought before I was exposed to this book.

This is a book, on its face, that deals with a subject most people never want to discuss….human waste. However, with 7 billion people on the planet, it is going to occur and more likely than not, it is going to wind up polluting a river, a food supply, or some other area vital to human survival.The author deals with the subject matter by traveling the world and examining the various methods of disposal used, as well as the technologies that are available to safely dispose of the massive amount of excreta produced every day around the world. And it is a lot! She travels from Japan, who seem to have a toilet fetish, to India where people go where and when they want, to the United States, which appears to be the only country that won't call the bodily process of elimination what it is. We use every euphemism in the book to be able to keep the toilet word out of the conversation.A combination tale of political incompetence and corruption to a review of the technological fixes available, and needed, this book is a very important read for all of us, but particularly environmentalists striving to get clean water to 3rd world countries. They might just be better off getting safe disposal methods to these places prior to trying to establish clean water supplies. It is a book that I highly recommend!

Minus 1 star because the author spent too much time talking about sanitation problems in India & Africa. The focus was on individuals taking on "watsat" problems and not enough on the big picture. Definitely would recommend to others. The author has written also written "NINE PINTS". A terrific book about the money, medicine, and mysteries of the blood.

Deep insights from songwriting greats. I love the variety of genres and decades represented. Be sure to expect an interview-based book. I appreciate that the author didn't as the same questions of each person.And get ready. It is suuuuuuper thick. It might be the longest book I have ever read. It weighs in at 730 pages. That doesn't make it good or bad (probably should be considered bonus value). I thought I'd mention it because it's not a great suitcase book or knock-it-out-this-weekend book. If you want to carry it on the airplane with you, you might want to consider the Kindle version.

If you are in the business this should be a must read - especially if you are a songwriter. It is important to know about American music history and American songwriters. The book covers pretty much everyone who has been anyone (or worked with others who are no longer here to tell their story) in the songwriting world. Not only are the stories interesting how certain standards were written but also you will find great advice to help you in your songwriting career.

I learned of this book from BrainPickings blog, and wanted to do what I could for that blogger (whenever someone buys a book from the link on her page, she gets 10% profit)...I cannot rave enough about this book. I recommend it to every struggling writer and musician...as well as to the successful ones! I love this book so much, I wrote a little blog post about it on my own website (shameless self-promotion):[...]Zollo has such pointed questions for each of his interviewees, and each songwriter has their own inspirational take on what it means to be a songwriter, the ups-and-downs, the hilarity, the despondency. This is one of the best books I have ever read both for its delight and its thought-provoking content.My only criticism...I wish that Zollo had been able to interview musicians like David Bowie or Joni Mitchell, but I suppose there's only so many fabulous people you can get a hold of.

Trips and trips and trips down memory lane. Zollo knows his music, does his homework before every interview, and asks damn fine questions. I keep thinking I'll quit reading this book--it's SO fat--but I keep turning the pages. Every chapter is like another piece of popcorn. (Unless you're over 50, or a music history nerd, you probably don't need this book.)

Extraordinary. Mr. Zollo takes us intimate hearts and souls of America, and the worlds greatest songwriters. ... It is a magical mystical ride from the first page until the last, Mr. Zollos own talent and history if songwritimg begininng at a very tender age is moving as well. There is a magical thread amongst all the songwriters of which are included in this magnificent piece ipf work. The book is a brilliant concept brought to life by a brilliant writer. Truly...... A book for the ages.....

I have bought this book and given it to many many friends, as well as having read it a few times myself. I LOVE all the different ways each artists approached their craft and Zollo does a great job at asking the right questions.

Needs to be updated (the interviews were done in the '80s and '90s, with a few from the early 2000s), but a great look into the songwriting process by major songwriters.

Really cool to hear from real artists about writing.
